Atholl Street in Perth was closed to traffic on Monday night to allow firefighters to tackle a flat blaze.
The fire in Stormont House, which broke out around 8.15pm, was confined to a bin area in the close.
Three Tayside Fire and Rescue units from Perth attended, along with a unit from Dundee.
When firefighters arrived they found smoke billowing from the close and, while some occupants had already evacuated the block, it was decided it was safer for those still in their flats to remain there.
Using breathing apparatus and two hose reels the firefighters extinguished the blaze.
Group manager Billy McLintock of Tayside Fire and Rescue said the cause of the fire was under investigation.
He said the incident highlighted the need to have working smoke alarms.
Two people were seen at the scene by paramedics and one taken to hospital for treatment for smoke inhalation.
