Perth and Kinross Council to review rent structure after ‘overcharging’ claims

Money experts are being drafted in to shake up the way Perth and Kinross Council calculates its rent prices.

The move follows allegations local authority housing chiefs were “overcharging” tenants living in single-room properties.

Councillor Peter Barrett called for a review after it emerged the council was using a two-apartment home as the starting point for its rent calculation. It then adds on points for extra amenities including other bedrooms, dining areas and fitted kitchens.

Mr Barrett said that proper deductions were not being made for bedsit homes, although the council has denied its tenants were being overcharged.

The matter will be looked into as part of a wider review of the council’s rent structure.

The local authority has issued a tender notice for the appointment of a consultant to oversee the study.

According to the wording of the contract notice, they will be asked to undertake a “rent restructure review” and “provide recommendations on the future rent calculation model”, as well as suggesting options to implement a “rent harmonisation programme with monitoring system.”

The chosen consultant will be asked to deliver his or her findings within a two-year timescale.

A council spokeswoman said: “Reviewing the current rent structure is a complex process, which in other local authorities has taken two years to complete and five to six years to implement.”
