Should councils spend money to make young drivers safer drivers?

A council in the Scottish Borders has committed £48,000 to give young people advanced driver training in the hope of reducing accidents.
The Institute of Advanced Motorists’ Skill for Life programme looks at anticipation, conditions, awareness of other road users, and more to improve people’s driving ability.
Passing your Advanced Driver test can also lead to lower insurance premiums.
