Playing again on the all-weather pitch at St Andrews University, Howe of Fife saw an 8-0 half time lead disappear as Kelso hit back to draw 15-15.
Will Wardlow scored the first half try for Howe, Angus Guthrie added a penalty but as the borderers came back into the game, Howe could add only a second half try from lock Dylan Groat, converted by Guthrie.
Howe stay in sixth spot, six points behind Edinburgh Accies but with a game in hand.
