The new planning vision for Perth, Angus, Dundee and North Fife has been backed by the TAYplan joint committee.
The Proposed Strategic Development Plan outlines a 20-year framework for growth, development and opportunities for the area and will now be considered by the four councils.
It will then be put out to public consultation, which is expected to run between May 11 and July 3 before going to Scottish ministers for approval and replacing the current TAYplan.
Councillor Lesley Laird, convener of TAYplan, said: “The ambitious plan is focused on improving people’s quality of life, supporting wider efforts to generate sustainable economic growth for the region.
“The decisions we make today will leave a legacy for future generations. I would encourage anyone interested in the future of the region to look at the plan and consider whether they wish to make a response.”
The 20-year plan covers development over the first 12 years in some detail and gives a broader indication for the next eight years.
Approval for the plan could be granted as soon as June 2016 and it will be reviewed every four years.
