Police are still searching for the driver, who ran off following the smash.
The bridge was closed to pedestrians while repairs were carried out to the ramp. Work to fix the stairs is still ongoing.
A spokesperson for BEAR Scotland said: “The emergency works on Strathmartine Road footbridge were completed as planned last night and the bridge has now reopened to pedestrians via the ramp access.
“The vehicle was removed under a full road closure of the eastbound lanes and traffic was temporarily diverted to ensure the safety of motorists and roadworkers whilst this process was completed.
“Our bridges teams are now progressing the design for the reinstatement of the steps.
“Whilst the ramp will remain open we would advise pedestrians to follow any signage in place for their safety.”
