Angus Council will begin scrapping neighbourhood recycling points this week.
Communities convener Donald Morrison said demand for central recycling points has decreased now that more was able to be recycled at kerbside collections.
It is thought removing 19 points will save around £25,000 a year.
This week three points will be removed at the Co-op car park on Western Road, Montrose, the car park behind the Letham Hotel and at Panmure Road, Monikie.
Others will be removed during the week beginning August 17.
Mr Morrison said: “We are very pleased to see households making very good use of their new mixed recycling bin.
“This move, which was undertaken in consultation with all our councillors, will help to increase the efficiency of the service and, at the same time, lead to appreciable savings of about £25,000 each year.
“Where bins have been sited at community premises, such as village halls, we will work with them to ensure a suitable recycling provision is maintained.”
The council undertook an assessment of all the points, looking at factors such as their use and condition, the distance to them, rental costs and fly tipping in the area.
As a result, 18 sites were identified for removal, with another site being taken away at the request of Co-op in Montrose.
The points being removed in Arbroath are at Morrisons car park, Leonard Street car park and Millfield Road.
Others being removed are at Aberlemno Primary School, Craigo Village Hall, the car park opposite the Royal Jubilee Arms Hotel, Farnell Village Hall, Ferryden Primary School, Glenisla Village Hall, Glenogil Estate, Hillside Hotel, Tealing depot, Kilry Village Hall, Peel Farm at Lintrathen, Turin Cottages at Pitkennedy and Tannadice Primary School.
In the long-term, bins for plastic bottles will be removed from all sites due to collection costs.
