The Scottish Government has been urged to await the outcome of a new opt-out system for organ donation in Wales before making any decision about legislating for presumed consent in Scotland.
Welsh Assembly members voted to change the law last week, becoming the first UK country where people will be presumed to have consented for their organs to be donated.
The Scottish Government has come under pressure from campaign groups and charities to follow Wales, but the Scottish Transplant Group has advised it waits until the outcome of the decision becomes clear.
The suggestion is one of 21 recommendations in the new Donation and Transplantation Plan for Scotland, which aims to increase the number of donors and transplants.
More than two million people in Scotland are already on the NHS Organ Donor Register and Scottish the Government wants to build on this and increase transplant rates.
Other recommendations include having more high-profile and effective campaigns involving specialist nurses for organ donation in all discussions with family members, and continuing to work with the black, Asian and minority ethnic people who can be more at risk of conditions which may lead to a transplant being needed.
