Dundee Civic Trust wants a public inquiry into the biomass plant to consider all aspects of the contentious £325 million plan.
It also thinks decisions on whether to build the largest and most controversial project in the city for many years should be taken by Dundee City Council and not by Scottish Government ministers in Edinburgh.
The voluntary body which seeks to preserve and promote the city’s urban heritage has expressed its views in a comprehensive response to the Scottish Government consultation into Forth Energy’s application.
It specifically requests that the proposal be deferred until Forth Energy submit detailed design proposals, and that the Government agree to hold a public hearing or inquiry into all aspects of the plan.
If the Scottish Government wants to consider the application without seeing detailed designs, the trust asks that a public inquiry still be held before any decisions are made. If consent is granted, it should be conditional on detailed designs being reserved for a future decision following further public consultation.
Other stipulations should be that the proportion of woodfuel arriving by road should not exceed 15% and the number of heavy goods movements should not exceed 23 per day.
“The trust has major concerns regarding this particular proposal,” it says.
