Locals reported heavy traffic on the Kingsway, with cars said to be at a standstill.
One city commuter said traffic heading onto the road and the northbound A90 Dundee to Aberdeen road was “not moving”.
She added: “(I have) no idea what the issue is but this whole area is bottlenecks.”
It is not yet clear if this was linked to the traffic light issue.
Work to fix a manhole cover had been causing delays on the A90 northbound in the city earlier on Friday afternoon.
