Angus council officers want to press ahead with controversial plans to slash the number of recycling centres despite a massive public outcry.
The local authority last month announced plans to close five of its tips, in favour of upgrading two larger centres and opening a new one outside the village of Padanaram.
Councillors — under pressure from communities across the county — refused to rubber stamp the proposals and instead asked officers to compile a dossier of alternative scenarios.
But a new report to the communities committee points to Plan A as the most affordable option.
The plan will mean the phased closure of the Brechin, Carnoustie, Forfar, Kirriemuir and Monifieth facilities.
Arbroath and Montrose will be retained and upgraded under the proposals, with a new centre to be developed between Forfar and Kirriemuir.
The news is causing fresh anger among locals, who say they will continue to fight the proposals every step of the way.
