£15m Arbroath Home Bargains retail park vision revealed

Home Bargains have major plans for the site at Elliot industrial estate in Arbroath.

Details of how a £15 million Arbroath retail park could look have been released.

Store chain Home Bargains revealed plans for the former Presentation Products site at Elliot Industrial Estate last year.

And the company has now shown off plans for a project which includes two drive-thru outlets, five shop units and parking for almost 450 cars.

The site sits beside the A92 leading into Arbroath and right next door to the existing Westway retail park.

30,000 sq ft Home Bargains store

Home Bargains will anchor the development in the largest retail unit.

It is around 30,000 sq feet, with an adjoining garden centre.

The firm hopes to create 50 new jobs.

And four other units range from 20,000 sq ft to 7,500 sq ft.

Plans show access off the A92 Dundee road.

A mini roundabout at the retail park gateway will have a drive-thru outlet on each side.

However, at this stage no other names have been confirmed for the project.

A website seeking local feedback on the project has been launched.

And locals had an opportunity to take part in a live online consultation event with the developers on Wednesday.

The site currently has planning permission for a retail park. Angus councillors gave Brackenbrae Investments the green light for their scheme in late 2019.

It was going to bring names including B&M, Burger King, Costa and Iceland to the town.

But it never went ahead.

Revised plan

A spokesman for the new project said: “A revised application is being submitted in order to facilitate more detailed operator requirements.

“And to ensure the appropriate retail consents are in place to allow Home Bargains to trade within the new retail park.”

The company say they hope to lodge a full planning application with Angus Council this spring.

Iceni Projects, who are managing the consultation website on behalf of Home Bargains, say they want as much local feedback on the proposal as possible.

And they are asking for online comments by February 9.

They added: “Comments submitted as part of this pre-application consultation are not representations to the planning authority.

“There will be an opportunity to make formal representations to Angus Council when the formal planning application is submitted.”

The original retail park bid for the one-time Metal Box factory site prompted a ‘store wars’ fight and prompted fears of a negative knock on for Arbroath town centre.

But councillors overturned an official refusal recommendation to give the go-ahead for the brownfield site.

One Arbroath councillor recently made a plea for a link road between the two adjacent retail parks.

Councillor Alex King believes that if Home Bargains does open at the vacant site (highlighted in red) it should be directly linked with the existing Westway Retail Park units.

Alex King said it would prevent traffic having to go back out onto the busy A92 to get between the two.

But the Home Bargains Arbroath plan does not include a connection to the Westway retail park at this stage.
