Two new councillors were elected in the Arbroath East and Lunan ward – Conservative Derek Wann and Independent Lois Speed.
SNP member Brenda Durno, who won a by-election in the ward following the retirement of Bob Spink last year, was re-elected but long-serving SNP councillor Sheena Welsh lost her seat.
Mr Wann said: “It’s third time lucky for me standing for election. The Conservatives have certainly done better than expected overall.
“Our ward had a very low turnout – too many elections.”
Ms Durno said: “I’m looking forward to carrying on the projects I am involved with and look forward to working with the new councillors.”
Ms Speed added: “I’m completely amazed and I’d like to thank the people who came out and voted for me.
“I’m definitely looking forward to looking at health and social care issues and ensuring that people have the right information and support during a time of change.”
