A man dubbed one of Dundee’s most high-risk child sex offenders has been told he faces jail after being caught with multiple illicit laptops and phones — even though police could not find any indecent images on them.
Serial offender Jamie Mullen, 37, appeared on indictment at the city’s sheriff court.
He was placed on a decade-long Sexual Offences Prevention Order (SOPO) in Dundee in 2015 after being caught performing a sex act in the window of his Cowgate home.
As part of the order, Mullen is only allowed to own one phone and one laptop, along with a single email address and mobile number.
He has to keep them registered with police.
He has contravened his order multiple times, most recently in 2020 after being rumbled on image-sharing social media app Snapchat using the name Voyeurwatcher84, something he was banned from doing.
He appeared this week before Sheriff George Way to admit breaching the terms of his SOPO by having multiple devices.
Ban on computer equipment
Pervert Mullen, 37, of Cowgate, was kicked-out of the Army in 2006 after being caught with indecent images.
He spent time in a military prison and is currently on the Sex Offenders Register.
Depute fiscal Stewart Duncan told Dundee Sheriff Court this week: “He is a high risk sexual offender.
“He has a number of analogous offences.
“He was prosecuted at Colchester Military Court for possessing indecent images of children and spent six months in military prison in 2006.
“In November 2015 he was given a three-year community payback order and a 10-year notification requirement.
“In September 2020 officers attended his property and found a new laptop he purchased.
“In January 2021 police attended unannounced and the accused had a mobile phone.
“Acting on intelligence, they were given a warrant which was executed that same month.
“Searching his flat they found seven mobile phones, a laptop, a tablet and five thumb drives.
“During examination, no images were found.”
The crown moved for forfeiture of the items, which was granted.
Sheriff Way deferred sentence for reports, with Mullen ordered to return to court on May 16.
Further offending warning
In 2015, Mullen was convicted after performing a sex act at his open window in front of a “distressed” passing woman and possessing child abuse images.
Two former friends told The Courier at the time how they searched his computer after the exposure case and uncovered his sordid searches.
They said he had boasted he would get away with his crimes and told how they feared he would commit even more.
