An Arbroath thief who pilfered pants from washing lines in nocturnal raids will be supervised for two years.
Graham Orrock will be on the Sex Offenders Register for the same period, despite pleas his crimes were not sexually motivated.
Under the cover of darkness in his Angus hometown last summer, Orrock amassed a stockpile of worn pants, bras, swimwear and other clothing, some belonging to children.
His weird haul also included an extra-small Arbroath FC home top.
When Orrock was arrested, police found him wearing a pair of black women’s underwear.
The 36-year-old told police the juvenile items were to fit his blow-up sex doll.
Six raids ‘out of character’
Last month, a sheriff ruled Orrock should be subject to the sexual offender notification requirements.
Social workers were ordered to prepare a report exploring Orrock’s background to inform sentencing last week.
During his supervision period, the thief must comply with a drug testing conduct requirement with Angus Integrated Drug and Alcohol Recovery Service and complete the Tay Project, aimed at rehabilitating sex offenders.
Sheriff Krista Johnston said: “It’s clear from that report that there are aspects that require to be addressed.
“It is for that reason that I’m persuaded that I can deal with this matter by imposing a community payback order.”
She also fined Orrock £280 for separate breaches of bail conditions.
Solicitor Billy Rennie again objected to his client’s registration order.
He said: “The offences, the thefts, almost seem to be somewhat out of character for his record.”
Orrock raided washing lines six times.
Pants pinched
Orrock, of Spittalfield Place, targeted four different gardens in and around the seaside town’s centre between June and August last summer.
The first was a ground floor flat in Hill Street on June 23, where the owner had hung washing, including three pairs of black Marks & Spencer size 10 pants.
CCTV caught Orrock entering the garden just before 3.30am wearing gloves and carrying a bag.
He inspected the laundry, rejected a pair of blue boys pants, then stuffed the woman’s knickers into his bag.
He returned on July 31 and made off with a bikini and boy’s beachwear.
On July 19, he trousered two bras from a line on Hayswell Road and returned on August 1 to steal a child’s one-piece swimsuit and six pairs of women’s knickers.
At East Abbey Street on August 12 he took denim shorts, a t-shirt, a matching red and black women’s underwear set and from next door the following night, a pair of girl’s pants, aged 6-7 and women’s black and pink pyjamas.
The pervert also took an extra-small 2021-2022 Arbroath FC home top.
Police raided his home and found his haul, which he initially said had been bought from a charity shop and was to fit his blow-up sex doll.
‘Underlying sexual deviancy’
Forfar Sheriff Court previously heard a debate over whether Orrock should be placed on the Sex Offenders Register.
Mr Rennie said his client did not get sexual gratification from the thefts themselves.
At that hearing, the sheriff said: “It’s not deviant to be a cross dresser. It’s not deviant to have a sex toy doll.
“But Mr Orrock, you articulated that the theft of these items was sexually motivated.
“Therefore, my opinion is the offences do have a significant sexual element.
“I consider that the behaviour is behaviour which is indicative of underlying sexual deviancy.”
Previous crimes
When he was 23, Orrock was jailed for six years at Glasgow High Court after blinding a Kirriemuir pensioner with his own walking stick.
He was then locked up for two years and eight months after he walked into his father’s workplace and broke his jaw after demanding he top up his electric meter.
