Police then spoke to its owner about the incident.
It is not known at this stage if the watersports enthusiast was issued with a fixed penalty.
The Ferry lifeboat crew has been called out more than six times so far during lockdown to rescue people in difficulty in or around the Tay.
Sunday’s incident is also the latest in a series in UK coastal waters of jet skiers breaking pandemic restrictions by using their machines.
There have also been concerns about the volume of traffic and number of visitors to Broughty Ferry.
Early in the lockdown, the area was described as being “like a bank holiday” after families flocked to the esplanade and beach to take advantage of fine weather.
Local residents said the visitors left a trail of litter behind them and described the beach as being as busy as in the height of summer.
