Natalia Williams, 57, of the Old Balkello Schoolhouse, has been disqualified from driving for 20 months and fined £700 by Sheriff John Rafferty.
Williams had previously admitted failing to supply two specimens of breath at Police HQ, West Bell Street, Dundee, on May 19 last year.
The court heard she had been driving a vehicle on May 18 at Leoch in Angus, where police suspected her of being under the influence of alcohol.
However, when she was taken to police HQ she failed to complete the procedure.
Sheriff Rafferty said Williams was eligible to apply for the Vernon Mansfield drink-drivers rehabilitation course, which will cut her 20-month ban by four months if she completes the programme.
