Michael Evans, 38, of Bonnethill Court, drove while using his mobile phone then attempted to avoid arrest by giving false details to police.
Evans admitted that he drove when using a handheld mobile telephone at Shore Road, Perth, on November 12 last year.
He also admitted that he used a car without insurance at the same place on the same date.
Evans further admitted that at the same place on the same date, he pretended to PCs Gary Polson and Richard Preston that he was 46-year-old Mark Evans, of Pitkerro Drive, in an attempt to avoid detection, arrest and prosecution in respect of the first two charges and in an attempt to pervert the course of justice.
He was fined a total of £460.
