Ross, of North Court Street, was charged by officers and appeared at Dundee Sheriff Court.
He admitted a charge of possession of heroin.
Sentence was deferred for assessments and reports until July 21.
A number of people were seen being led away from the Fairbairn Street flat after police attended just after 9am — including a man and a woman in handcuffs.
Police were also seen carrying brown evidence bags after searching the property.
The raid was one of at least two which took take place in the Stobswell area of the city over the course of 24 hours.
Police also attended a flat in Baldovan Terrace where cannabis plants were seized — although no arrests were made at the time.
