Several police units were called to Reform Street on Tuesday evening after a “dust-up” near a pub.
Two men were arrested during the incident which happened after 8pm near to the junction with Meadowside.
Bystanders said one police vehicle arrived on blue flashing lights before another two vehicles came “screeching” onto the scene.
Police Scotland confirmed inquiries were ongoing into the incident as officers were seen taking two people into custody.
One man who didn’t wished to be named said he “couldn’t believe” the events that were unfolding near to The Counting House premises.
He added: “It’s the last thing you expect to see on a Tuesday evening – you’d think it was a Saturday night.
“I couldn’t believe what I was seeing, it was a bit of dust-up and there appeared to be several parties involved.
“The first police car came around the corner with the blues and twos on and then another came screeching around the corner.
“There was a few folk quarrelling and then officers put two blokes in separate police units.
“The third police vehicle headed towards Panmure Street but it was certainly in a hurry.”
Another patron outside the public house said she was “surprised” by the events in the street.
She added: “More police seemed to arrive, there was another female speaking to police but it was heated.
“There was a load of folk outside having a cigarette but more police were coming around the corner as the situation escalated.
“I was surprised to see what was unfolding as officers tried to get it under control.”

A spokeswoman for Police Scotland added: “At around 8pm, police received a report of a disturbance in Reform Street.
“Officers attended and two men have been arrested in connection with the incident. Inquiries are ongoing.”
