Speed restrictions have been imposed on the bridge leading to a heavy build-up of traffic on the southbound carriageway.
The carriageway will also be fully closed to traffic just after midnight until 5am on Thursday.
The 30mph speed limit will be in force until then.

Teatime motorists on Monday said the speed limit was slowing traffic heading into Fife.
Motorist: ‘Traffic is really slow’
One driver said: “I got caught up in queuing traffic heading on to the bridge.
“It took ages to get there but when I finally did it seems that a 30mph speed limit was slowing everything down.
“Traffic was moving albeit very slowly.”
The work on the bridge was due to take place on December 9 but has been brought forward.
A recent crash between a tractor and trailer and a car on the bridge caused damage.
The incident on November 2 led to the bridge being closed for around four hours.
A woman was taken to hospital following the crash.
Temporary pedestrian barriers have been installed to the walkway due to damage caused by the collision.
