The A90 between Dundee and Stonehaven remained closed on Sunday for a third day due to the impact of Storm Babet.
The dual carriageway was shut on Thursday night due to severe flooding.
Safety inspections have also been taking place to assess the structure of bridges running over swollen burns and rivers.
The closure is remaining in place until the end of Sunday.
However, it has been confirmed that some stretches will reopen on Monday morning.
Several other roads in Angus remain closed, including Bridge of Dun, where a huge hole has been left by Storm Babet.
A number of roads in Dundee are also still shut.
From Chris Ferguson in Angus
“The A90 road closure is putting minor roads around Brechin under heavy pressure.
“Traffic including HGVs is diverting off the main road towards Brechin Castle and then filtering onto minor roads.
“Traffic heading to Arbroath can take a back road to join the A933 at the south side of the closed bridge over the South Esk.
“Other traffic has the option of travelling through Aberlemno.
“Long queues formed near Brechin Castle on Sunday as traffic from the town of Brechin and from the A90 took turns to join the minor roads to try to head south.
“In Brechin itself, traffic volumes were heavy and several roads around the area worst hit by flooding remain closed.”
