Dundee City Council is proposing a 3% rise in council tax as it seeks to balance the books next year.
Councillors will meet on February 22 to set the budget for 2018/19 facing a budget shortfall of £15 million.
Council officers have identified more than £8.6 million of savings while the SNP administration is proposing another £5.25 million worth of savings and efficiencies.
The remaining £1.5 million shortfall will be met through a 3% rise in council tax if the administration’s budget is passed.
All local authority staff earning less than £36,000 will receive a 3% pay rise.
There will be no compulsory redundancies as a result of the proposals although the council is looking to shed 25 posts through voluntary redundancies.
Cost saving measures proposed by the council include stopping collections of domestic garden waste during winter and closing bowling greens at Whitfield and South Park Road.
Council leader John Alexander said the local authority has to work “smarter” because of budgetary pressures.
