Armed police were called to a Dundee street due to “concerns for a resident”.
PoliceĀ attended Burnside Court, Lochee, in response to concerns for the welfare of a man in of one of the flats.
Officers were sent to the scene at about 8.35am.
The force said the incident was “contained” and that there was no threat to the public.
A man was said to be refusing to come out of one of the flats. He was taken into police custody just before noon.
One resident, who watched the incident unfold from a play park at the foot of the multi storey, said: “There were about 30 police officers here earlier in the morning, but they havenāt told us whatās going on.
“Itās a real shame, there are loads of older residents peering out their windows, not knowing whatās going on.
“I donāt think the police have told them whatās happening and they look quite confused.”
At one point in the morning about 12 police vehicles, a mixture of vans and saloon cars, were at the scene.
Officers from the Scottish Fire and Rescue were also called to the Lochee address and were spotted with axes.
It is not known whether or not they used them. Police surrounded the entire high rise, with access to the back grassed area restricted to the public.
The Scottish Ambulance Service were also on the scene and are currently on standby.
A Tayside Police Division spokesman said: “A gentleman is with officers and is being assessed. The incident is now over and officers have left the scene.
“There was no risk to the public at any time.”
A fire and rescue service spokeswoman said one team had been called to the scene to assist police in gaining entry to a property.
An appliance kitted out with a “door buster” was sent from Blackness.
The spokeswoman added: “We were just called by police to gain entry. We got the call at 8.30am. It was one appliance from Blackness (with) a door buster on it.”
People wearing council land yards and uniforms were also at the scene.
BURNSIDE COURT INCIDENT CONCLUDED
The incident at Burnside Court in Dundee has now concluded. A 24 year old man is now safe with Police. The incident was contained, and there was no risk to the public at any time. Thank you to residents for their patience and understanding.
