The victim was approached at the junction of Graham Street and Clepington Road
Homes in and near Clepington Road are without power this morning.
A total of 67 properties in the area have been affected.
SSE customers in Clepington Road, Lintrathen Street, Lintrathen Court and Lintrathen Gardens have been without power since the early hours of this morning.
Engineers are on site and power is expected to be restored by about 1pm.
An underground cable fault has caused the issue, a SSE spokesman said.
He added: “We would like to offer our apologies to the customers and thank them for their patience as we deal with this issue.”
