A power cut plunged Dundee city centre shops and businesses into darkness on Monday.
The DCA has was forced to close temporarily due to the incident, which began affecting 38 properties just after 11am.
Stores in the Overgate Centre were also forced to shut. Security guards were seen standing guard outside shops while the incident was resolved.
Power was restored to the affected stores in the shopping centre, but another power outage hit the building just before noon.
Three fire and rescue appliances were also called to the Mecca Bingo on the Nethergate due to a false alarm associated with the power cut.
A fire and rescue spokesman said: “We have been out to one alarm because of the power cuts at the Mecca Bingo. We had three appliances for a false alarm.”
Businesses in the Greenmarket area and a Premier Inn in the city were also affected.
A police spokesman said the force was made aware of power outages affecting traffic lights in the city centre.
The DCA was closed until just before 1pm.
Several afternoon film screenings at the arts centre’s cinema were originally in jeopardy but went ahead as planned.
Staff DCA arts centre posted to Twitter: “Due to a power cut in the local area we’ve had to temporarily close the building. Apologies for the inconvenience – we’ll update you as soon as we can.”
They later updated to say: “And we’re back!! We are now open as normal and our 13:00 screenings are going ahead, hooray! Sorry again for the inconvenience.”

An Overgate Shopping Centre spokeswoman said: “This was not an Overgate issue. SSE have an underground cable fault which has been affecting businesses at the west end of town, and included Next, H&M, Sports Direct and Argos.
“SSE worked on the issue and the repair was resolved at midday today.”
SSE said it was dealing with an incident in the DD1 postcode area, which was reported at about 11.10am.
The energy firm posted: “We’re sorry for the loss of supply. We currently have a fault affecting the areas listed.
“Our engineers are on site working hard to get the power back on as quickly as they can.”

The power cuts were blamed on an underground cable fault and the supply was fully restored by 12.14pm.
A spokesperson from SSE said: “We’d like to apologise to our customers for any inconvenience caused and thank them for their patience as our engineers worked to restore their power as quickly and as safely as possible.”
