Colin Davidson claimed a bylaw and enforcement would keep dangerous dogs under control and cut the amount of fouling in play areas. He said this would allow children to relax and play freely without fear of being attacked. “Playparks are places for children to go and feel relaxed and engage in play without feeling afraid,” he said.
