There was a swing to the Conservatives in the Blairgowrie and Glens ward.
Since the last vote in 2012, the area was represented by one Tory and two SNP councillors.
Caroline Shiers (Conservative) was re-elected at the first stage with more 1,600 votes.
Bob Brawn, another Tory, was voted in with 897 votes, while newcomer Tom McEwan was elected at stage five with 1,055 votes.
