The move in Catalonia was backed 70-10 in a ballot boycotted by opposition politicians.
A statement on the Catalan regional parliament’s Twitter account said: “The Parliament of Catalonia constitutes the Catalan Republic, as an independent, sovereign, democratic, social State under the rule of law.”
Rajoy is anticipated to call a cabinet meeting and begin taking control of Catalonia, sacking president Carles Puigdemont.
