London awoke to grim, wet weather this morning. Will the mood of the nation be better or worse once Philip Hammond has delivered the final spring Budget?
Just a year ago it was George Osborne at the despatch box promising “to put stability first”.
His successor as Chancellor is aiming to prove he has a firm hand on the tiller following one of the most tumultuous and unpredictable periods in recent political history.
There will be a Brexit fund, expected to be funded by tax rises and spending cuts, and there will mainly be policy announcements that don’t apply to Scotland, with the consequential money instead flowing into Holyrood’s coffers.
There will not be, however, a huge change of tack from Spreadsheet Phil. We just await the details and any small surprises he may potentially produce for the big day.
