Perth and Kinross Council has unanimously agreed to grant St Johnstone FC the Freedom of the City of Perth.
Provost Dennis Melloy said it was an honour “bestowed on few people and organisations”.
At a meeting of full council on June 23 councillors praised the “small provincial family club” on achieving the cup double and their extensive work in the local community.
The club won both the League Cup and Scottish Cup in season 2020/21, as well as finishing fifth in the Scottish Premiership.
They beat Livingston 1-0 on February 28 to lift the Scottish League Cup for the first time in the club’s history.
Then on May 22, they defeated Hibernian, again by a single goal, to win the Scottish Cup for the second time.
It was the same player – Shaun Rooney – who scored the winning goal in the 32nd minute of both games.
Introducing the report lifelong Saints fan Provost Melloy said: “St Johnstone FC have given the fans and the people of Perth and Kinross something great to celebrate during what has been one of the most challenging times many of us have ever faced.
“This season – as a result of winning the League Cup and the Scottish Cup – St Johnstone FC has added to the positive reputation of Perth with the exciting prospect of European football in season 2021/22.
“St Johnstone are only the fourth side in Scottish football to complete a cup double after Aberdeen, Celtic and Rangers.
“We cannot forget that St Johnstone is a small provincial family club that continually surprises the larger ones.
“As a lifelong Saints fan I remember well the games at Muirton Park when the Saints were in difficult times.

“Winning the cup double in such difficult circumstances is truly remarkable and I congratulate everyone at the club on such a historic achievement.”
He complemented the Perth club on their “unwavering support” to the local community through Saints in the Community.
Moving the motion, Conservative council leader Murray Lyle said: “To achieve a historic cup double – in a year that has been particularly challenging in terms of the ongoing Covid pandemic – is an incredible success.”
Hearts fan SNP Perth City North councillor John Rebbeck praised the extensive work the club did in his ward on social issues, tackling racism and at a wider level.
He said he “very much welcomed” granting St Johnstone FC the freedom of the city because of their “astonishing achievement” in winning the cup double.
Hibs fan Perth City Centre Liberal Democrat councillor Peter Barrett said even though he was not supporting St Johnstone in the Scottish Cup final, he wanted to congratulate the whole team.
He said Callum Davidson was “an inspired choice of manager” and suggested Saints go one better and get the treble next year or even win the Europa Cup.
The ceremony will take place at a date and venue agreed by both St Johnstone FC and Perth and Kinross Council when Covid restrictions have been relaxed.
