A justice worker has been accused of placing the public at harm by failing to properly monitor two registered sex offenders.
Colin Smith is alleged to have failed to hold weekly meetings with the sex offenders while employed by Angus Council in Forfar.
Mr Smith is also said to have lied to bosses about holding the meetings and did not carry out the required checks to ensure it was safe for an offender to take up employment.
Mr Smith is set to appear before the Scottish Social Services Council (SSSC) in Dundee on Wednesday.
The charges claim: “He did, between 1 November 2013 and 26 February 2014, both dates inclusive, fail to carry out weekly contact meetings with service user AA a Registered Sex Offender.”
“He did fail to follow an instruction given to him by his employer and a Multi-Agency Public Protection Arrangement (MAPPA) meeting, fail to meet professional standards and place AA and the wider public at risk of harm.”
They also claim that he “misled” his line manager by not telling them he had failed to carry out the meetings and that he had been “dishonest” by telling MAPPA he had been holding them .
MAPPA are responsible for coordinating police, social worker and prisoner worker efforts to ensure that the public are not at risk from sexual offenders living in the community.
The charges further claim that Mr Smith failed to appropriately record details of meetings which did occur with this offender.
Charges also outline how around June 2012 he failed to carry out other weekly visits with another registered sex offender anonymised with the name BB.
They add: “He did fail to ensure that a risk assessment was carried out in relation to BB’s employment and approved his employment on the basis of information BB gave the registrant alone.”
According to the charges, these actions “failed to meet professional standards” and placed the sex offender and the wider public “at risk of harm”.
The charge sheet also claims he mishandled eight other cases under his charge including failing to carry out risk assessment reviews.
The hearing is expected to continue for three days, concluding on April 8.
Angus Council were contacted for comment but had not replied by time of going to print.
