Some tenants in one-bedroom council houses in Angus face a rental rise of up to 25% over four years of planned “rent harmonisation”.
Proposals to increase rents across the council housing estate by an average of 15% go before councillors on Thursday after a public consultation.
An attempt to standardise 141 rent calculations will see one-bedroom households given the highest average increases, while tenants of new three-bedroom “energy efficient” homes will see rises of about 8% in place by 2017.
Planning and place committee convener Vivien Smith said more than 7,800 households would be subject to increases, and average weekly rents will rise from £55.20 to £63.46 by 2017, with largely equal increments each year.
This would still see tenants paying less in rent than others in other council areas.
She said: “The rent structure is one which has evolved over many years, and although it would have been relevant at the time of inception, it is accepted it is no longer fit for purpose.
“There are currently 141 rent types, and the complexity is such that it is not possible to explain to individual tenants why their rent differs from another property of the same type.
“It must be stressed that this is very much an overall average covering the current 7,816 housing stock level and most tenants will actually experience a rise above or below this level.”
Ms Smith also states not all tenants will see increases or decreases in their rents, due to varied arrangements in place.
