The force said that an investigation had been mounted after damage was discovered at the plinth on The Hill in Kirrie.
The mosaic was part of a community contribution to a revamp of the facilities at The Hill.
A spokesman for the force said, “Tayside Police can confirm that three boys aged 11, 12 and 15 have been charged and reported to the youth justice assessor in connection with an incident that happened at Hill of Kirriemuir between April 1 and June 4.”
