Councillors will today be asked to agree to a speed reduction on a section of the A92 in Angus.
A report by the director of infrastructure services recommends a change to the speed limit from 60mph to 40mph on a section of Montrose Road in Arbroath.
The estimated cost of implementing Eric Lowson’s proposals is £1,000, which would be met from the 2012/2013 roads revenue budget, while additional maintenance will amount to £100 a year.
Councillors previously gave the go-ahead for the promotion of a speed limit order to extend the 30mph limit at Montrose Road to a point just to the north of Bearfauld Road near the Meadowbank Inn.
Planning permission has been granted, subject to certain conditions, for the construction of around 350 houses on that area of land in Arbroath bounded on its west, north and east sides by Montrose Road, Bearfauld Road and Seaton Road.
Mr Lowson said: ”The approved development includes certain off-site road improvements including the formation of a new roundabout in the vicinity of the existing Montrose Road/Bearfauld junction.
”This will form a feature ‘gateway’ entrance to the town from the north and will also have a speed reduction effect for traffic entering the built-up area.
”On Montrose Road the current 30mph speed limit will extend to a point just north of the new roundabout, beyond which the national speed limit (60mph) applies.”
Mr Lowson added that an independent road safety audit was undertaken on behalf of the developer in support of the design for the roundabout and road system associated with the new development.
The audit recommended that a reduced speed limit be implemented further north than envisaged to act as a buffer to stop vehicles entering the area at high speed.
Mr Lowson’s report continues: ”Given the transition into an essentially rural environment and recognising that there is the potential for high approach road traffic speeds entering the 30mph speed limit area from the north, in accordance with established strategy it is proposed to introduce an intermediate (buffer) speed limit of 40mph on a section of Montrose Road from the 30mph limit northwards for a distance of 225 metres, or thereby as shown on the plan appended to this report.”
