The introduction of the new speed limit on Kingsway in Dundee ran into trouble after roads workers left up contradictory signs.
Confusion reigned on the eastbound approach to Kingsway West Retail Park on Tuesday morning, with an old 50mph sign remaining in place beside its 40mph replacement.
Dundee councillor Kevin Keenan hit out at the organisation of the changeover after it was revealed the signs, which should have gone live with the new limit on Monday, were uncovered a day late.
The limit between Kingsway West Retail Park and the Forfar Road junction has dropped from 50mph to 40mph.
Road operator BEAR Scotland announced on Monday night that signs would be rectified in time for Tuesday’s commute but it appears one of the 50mph limit signs was mistakenly left in place.
Mr Keenan said: “I think that BEAR Scotland and the local government could have done far more to alert drivers to the upcoming speed.
“Local people should have been better consulted before the Scottish Government went ahead with this.”
An AA spokesman said changes can cause problems if people are familiar with a stretch of road.
He added: “But if this was an unfamiliar road drivers wouldn’t make the same excuse. So long as the road is properly signposted, a speed reduction shouldn’t be too much of a problem.
“Research done by us shows that local people want to be consulted not just on roads they live on, but all roads that they use regularly.”
Speed camera vans were out in force checking motorists’ adherence to the new limit.
A police spokesman said speeding charges would be dealt with on a case-by-case basis.
