The former Dundee College building in Graham Street is set to be demolished and replaced with 46 houses.
Persimmon Homes has lodged a planning application with the city council for the development on the four-acre site between Clepington Road and Kingsway.
It wants to build 32 detached and 14 semi-detached houses, of between three and five bedrooms, along with a new road and pavements.
The proposed plan shows a road access created near the south-eastern corner of the site, which would be laid out as a cul-de-sac. The existing bus stop in Graham Street would have to be moved north.
The site was put up for sale by the college last year.
