A proposal to turn former Dundee University offices in a listed building in Nethergate into seven flats has been rejected by the city council.
Mr P Jassal had sought to convert number 164, which was once the home of confectioner Alexander Keiller, and later became a hotel.
A planning officer said one of the flats would be smaller than the minimum area allowed and others would also have limited floor space.
“The quality of internal space is limited by the fact that many of the shared kitchen/living areas are of extremely limited size.
“The quality of these spaces in flat 3, 6 and 7 are considered to be particularly poor due to small sizes of these rooms and there would appear to be limited space for the usual furniture that might be required by occupants,” a report said.
The officer added that details of the approach to be taken during the conversion process had not been received.
“It is, therefore, considered that these works could have a significant detrimental impact upon the character and appearance of the property, such as to harm the character and appearance of the category B listed building.”
