Licensing board defers decision on Arctic Bar over alleged serving breach

A decision on the premises licence of the Arctic Bar in Dundee, which was alleged to have breached its licence by supplying alcohol to customers beyond its normal trading hours, has been deferred by the licensing board.
The pub is alleged to have been open beyond midnight during the Dundee Blues Bonanza, despite failing to request a late-hours extension at least 14 days beforehand.
The board issued a written warning to George Angus, proprietor of the Victoria Bar, after the pub’s licence was suspended for a week for allowing football supporters to drink in the pub before the official opening time.
Convener Councillor David Bowes moved his personal licence should be endorsed, however, Councillor Kevin Keenan said Mr Angus had cooperated immediately with officers and should only get a written warning.
Members deferred a decision until December on Non-Zero’s in Castle Street, to allow owner Dave Neill to supply an update on soundproofing.
Mr Neill said he had received estimates of £6,000-£12,000 and was awaiting a final report from the company. Licensing standards officer Simon Goulding said there were still concerns for the owners of the downstairs restaurant.
