Travellers have set up another camp at Dundee Technology Park amid claims the group had been rejected at an official site.
Large boulders placed on the former Etal site appear to have been moved to gain access.
Up to eight caravans, plus a number of vans and cars, now occupy the site.
Luna Place, which had been occupied by caravans, is now empty but it is not clear if it is the same group which has moved to the Etal site.
The Travellers said they were being denied access to the Tealing site because they did not have the right documentation.
Councillor Fraser Macpherson said: “I was made aware of this and I went down to see the site for myself.
“The boulders have clearly been ploughed across the road by heavy machinery so access can be gained at the site.
“These are not small boulders and were obviously put there to restrict access.
“But, much like the Travellers’ site at Luna Place, this is private property, which takes it out of the council’s hands.
“The site’s agents have been contacted who assure me the owners have been made aware.”
The West End councillor also reiterated his point about the need for more legal sites for Travellers to decrease the number of unauthorised sites in Scotland.
“We want to find a resolution for both sites as soon as possible and I cannot stress enough towards Travellers settling in Dundee there is a dedicated site in Tealing.
“If more sites were introduced we could see the number of these sorts of occupations going down.”
Previously, the private owners of the Luna site lodged a court bid to have an encampment moved on but the action failed.
The owners of the Etal site have the option to launch a similar action.
