A man was arrested after trying to get into his flat during a fire in the block when he returned home drunk.
A total of 12 people were rescued from the flats at Brown Constable Street early on Thursday morning where Lee McMenemy lived.
Dundee Sheriff Court heard how shortly after midnight police and firefighters were called to a blaze in one of the flats.
Depute fiscal Charmaine Gilmartin said: “It was a substantial fire and they took the decision to evacuate all people within the close.
“The occupant within the flat had sustained burns and had to be taken to hospital.”
The area was cordoned off, residents were evacuated and casualties were treated as firefighters battled the blaze.
Shortly after, Ian McMenemy, who had not been in his flat when the fire broke out, arrived at the cordon and was asked where he lived.
Mrs Gilmartin said: “He was escorted to a neighbouring flat. He stated he was going to his own flat and was repeatedly told he was not allowed.
“He was very drunk and police had to escort him from the area. He repeatedly returned and was repeatedly told that he was not getting access to his flat.”
Police officers finally arrested him and he spent the night in custody.
McMenemy, 28, admitted at Brown Constable Street on December 5 he resisted, obstructed or hindered officers Brian Maloney and Martin Pattie and repeatedly refused to leave the scene of a serious fire, while on bail.
McMenemy’s agent Jim Caird said he appeared in court “full of regret.”
“He had had quite a bit to drink,” he said. “He has asked me to offer his apologies to everyone involved.”
Mr Caird said McMenemy has suffered from depression and alcohol problems in the past but had made considerable progress.
Sheriff Tom Hughes deferred sentence until January 10 for reports and a restriction of liberty order assessment and admitted McMenemy to bail.
Station manager Graeme Nicoll who was the senior firefighter at the blaze said it was “quite an intense fire.”
He added: “Six firefighters wearing breathing apparatus were committed at one point to attack the fire and check surrounding properties to make sure everyone had been evacuated.”
