A £24 million Asda supermarket on the site of the NCR Gourdie factory has been recommended for approval.
The proposal was first submitted in July 2009 and was granted in principle last January. However, Tesco, whose South Road store is a few hundred yards from the proposed site, opposed the plan, and a final decision on their objection now sits with the Supreme Court.
But a report by Dundee City Council planning director Mike Galloway recommends Asda be allowed to go ahead with the development, subject to certain conditions.
The report, which will be considered by the council on Monday, says: ”The council’s senior counsel has advised that the council has reasonable prospects of being successful before the Supreme Court.
”Accordingly, the assessment of the present application in this report is based on no weight being attached to the previous decisions made by the council.”
The application lays out plans for a new supermarket with a cafe, petrol filling station, a 570-space car park, landscaping and new access roads.
The main access to the site is proposed to be taken from Myrekirk Road, meaning ”significant” improvements to the Myrekirk roundabout on the Kingsway will have to be made including altering its shape and size and introducing traffic lights.
The pedestrian underpass across Kingsway West will also be upgraded and paths and cycle ways will be created on the roads surrounding the store.
The council has recommended consent be granted dependent on development not beginning until Asda have submitted a strategy to deal with potential contamination of the site, full details of the timber finish to the building are submitted, measures to limit noise pollution be put in place and that no concessionary units be built for other shops.
CCTV must also be installed at the site and bus shelters will also have to be installed.
