Neighbours have objected to plans for a housing development at a former boys’ school.
They are worried creating 45 houses and flats and 68 parking spaces at Parkview School, pictured right, in Blackness Road, will result in the over development of the prominent site.
Their complaints also raise concerns about loss of privacy and traffic problems.
Planning officers have recommended approval of the application by Whiteburn Parkview and the decision will be taken by councillors at Monday’s meeting of the development management committee.
The developers want to turn the B-listed Scots Jacobean building into flats and knock down a modern accommodation block to make way for other new houses in the grounds.
A council report explains that 41 neighbours were given official notification of the plans and seven of them have raised formal objections.
Planning officers say: “The plans demonstrate that the new flats will only cast a shadow beyond the boundary of the site in the evenings, particularly in spring and autumn when the sun is lower.
“It is concluded that there will be no significant additional overshadowing affecting existing residents.”
They add that the surrounding homes on Blackness Road and Jedburgh Road are far enough away that the new properties should not cause any difficulties with overlooking.
Almost half of the car parking space will face outward towards neighbours.
“The layout has been designed to address this issue by the use of earth bunds around the parking areas with hedges planted to screen headlights.”
“However, the redevelopment of this vacant site, with car parking where there was a football pitch and outbuildings, will increase the noise to surrounding residents,” the officers say.
They conclude that this will not be bad enough to cause any significant problems, adding: “The concerns of the objectors are not considered to be material considerations of sufficient strength to support refusal of the application.”
The committee will also be asked to approve plans for the new Harris Academy on Perth Road.
