Butterflies Nursery refused permission to spread its wings

A Dundee day care nursery has failed in its bid to increase its number of child places.
Despite a petition signed by more than 40 people in support of the bid, Butterflies Nursery School in Emmock Woods has lost its appeal to increase from 26 to 36 places.
Scottish Government reporter Richard Bowden, from the Directorate for Planning and Environmental Appeals (DPEA), upheld Dundee City Council’s initial decision to refuse permission.
In his decision statement Mr Bowden agreed with the local authority’s conclusion that an increase in places could have an adverse impact on parking and traffic movement and increase in traffic noise and was therefore unsuited for the residential area.
He wrote: ”It is evident that the appeal site has no dedicated parking so the proposal would be likely to place an increased pressure on the neighbouring public roads for staff and visitor parking, as well as for car based pick-ups and drop-offs associated with the nursery.”
