A Glasgow man appeared at Kirkcaldy Sheriff Court on Friday following police raids in Fife on Thursday.
Stuart Balfour Blair, 39, whose address was given as Glasgow, appeared on charges relating to the Criminal Justice and Licensing (Scotland) Act 2010 and the Misuse of Drugs Act 1971.
He made no plea or declaration and the case was committed for further examination.
He was remanded in custody.
Another four men are expected to appear in court at a future date.
A series of early-morning property searches were carried out within the Cowdenbeath, Lochgelly and Kirkcaldy areas where officers executed drugs warrants.
