Fife farmer calls for fly-tipping action

A farmer who hit out at the “thoughtlessness’’ of whoever was responsible for fly-tipping on his access road is still waiting for action to be taken against the perpetrator two months on.

Rowell Fraser (51), of Grantsmuir Farm, near Kirkcaldy, was shocked to discover a considerable quantity of household waste had been strewn over 500 yards of his road, apparently dumped under cover of darkness before 9.30pm on December 10.

Dumped material included a two-seater settee, plasterboard and wallpaper, which suggested to him it had been dumped by someone carrying out a house clearance.

Fife Council environmental services have stated that it is the responsibility of landowners to remove fly-tipped waste from their land, although they will assist landowners where appropriate.

But Mr Fraser told The Courier that despite the council tracking down the man who allegedly hired people to dispose of the household waste from properties in Kirkcaldy, no action had yet been taken.

Mr Fraser said: “A man from Falkirk has been doing maintenance work in Kirkcaldy. He apparently paid some low-life with a white van to dispose of what he was stripping out. They were paid to dump the material, which they did.

“Before Christmas, the house-clearance man promised that he would get it tidied up, but nothing happened. Then, when I chased it up again after Christmas, the council officers approached him again and he then denied all knowledge.

“I reckon he got scared because he then went out with guys in a Transit and picked up some of the rubbish but the rest of it is still there.

“If you ask me, he should be given an ultimatum to clear it up. After all, the maximum fine for fly-tipping is £40,000.”

Mr Fraser said the council refused to give him the contact details of the man he believes is responsible. He has contacted local councillor Ian Chisholm and is hoping that some progress can be made.

Elaine Devine, service manager for enforcement and commercial operations, said: “Fife Council are still carrying out an investigation into this case and are speaking to the parties involved, therefore would not want to comment further at this time.”
