Council to rule on plans for new primary schools in Perth and Crieff

Perth and Crieff will have new primary schools if multimillion-pound plans are approved.

Members of Perth and Kinross Council’s development management committee will tomorrow hear details of the proposals for the new primary and nursery schools at Oakbank, Perth, and Broich Road, Crieff.

The new Perth school, estimated to cost around £8.5 million, will have a new sports pitch and playground and will replace Oakbank Primary School. It is hoped the new school would be open in 2015.

If passed by the local authority, it is to be built on the southern half of the site to ensure the existing buildings are not compromised during the construction period.

It will have a contemporary, flat-roofed design, built on two levels, with the multi-use games area located to the front of the school and enclosed by a three-metre-high fence.

A report written by Nick Brian, Perth and Kinross Council’s development quality manager, recommends approval of both plans, which would see the new educational facility in Perth built on 2.4 hectares of land on Viewlands Road West, between Perth High School and Perth Academy.

Mr Brian states that the proposal will not adversely impact the visual and residential amenity and does not foresee any potential anti-social behaviour problems with the multi-use games area.

“In terms of the multi-use games area, this site does not raise a significant issue regarding noise, anti-social behaviour or adverse impact on residential amenity,” he said in his report.

“To ensure any potential noise nuisance or anti-social behaviour does not occur, the proposed multi-use games area will be subject to appropriate conditions, including monitoring.”

The new “purpose-built” primary school and nursery in Crieff would be built on 4.05 hectares of land on Broich Road, Crieff. It would also have a multi-use games area, sports pitches and playground. The site is between the B-listed Duchlage Farmhouse to the west and Strathearn Community Campus to the east.

In his report on the school, Mr Brian said: “The proposed development proposal will result in improved leisure and open space provision for the pupils in Crieff with new sports pitches, new multi-use games area and playground areas for the pupils.

“In addition, it will also link up with the existing sports facilities at the Strathearn Community Campus.”

It is proposed vehicular access, staff parking and pupil drop-off would be via a new access road off Broich Road. A separate nursery drop-off area is proposed for just inside the vehicular entrance.

In addition, it is proposed a new bus drop-off area is sited at the south-eastern corner of the site and will be accessed via a separate entrance off Broich Road.
