Carrol, of Newmills, Tullibody, is also accused of being illegally in possession of a controlled article at the ground namely, the flare.
He entered pleas of not guilty to both charges at an earlier hearing but failed to appear for his scheduled trial at Alloa Sheriff Court on Wednesday.
Sheriff Robert Vaughan issued a warrant for his arrest after the court was told that no explanation had been received for his non-appearance.
Alloa Athletic went on to win the match a First Division play-off final, first leg on May 15 2013, by three goals to nil.
