Dr Thomas Moore will leave his post as executive dean of health, medical sciences and society and executive director of human resources at Glyndwr University in Wrexham, North Wales, for Perth.
He replaces Mandy Exley, who stood down in March after four years to join Jewel and Esk College in Edinburgh as principal.
Dr Moore has been a member of the senior management team with a wide range of executive responsibilities across the university for the last six years and prior to that worked in the Welsh Assembly Government.
However, Dr Moore is also no stranger to Scottish education, having worked previously at the Robert Gordon University in Aberdeen.
