MSPs have voted unanimously to introduce tough new laws aimed at tackling growing “hedge rage” problems between neighbours.
For the first time in Scotland, the High Hedges (Scotland) Bill defines what a high hedge is and sets out steps to resolve disputes.
It is hoped the legislation will bring an end to the problem which often results in complaints about sunlight being blocked from properties.
North East Scotland SNP MSP Mark McDonald, who brought forward the Bill, said: “It has become clear to me that there are a number of apparently intractable disputes across Scotland that revolve around the presence of a high hedge, with no easy resolution in sight and no apparent willingness to resolve matters amicably between neighbours.”
The Bill will allow people to apply to their local authority for a high hedge notice. Local authorities will then be able to make and enforce decisions after taking account of all views.
It will see councils given the powers to carry out enforcement work, such as chopping back hedges and billing errant householders for the work.
